Det \u00e4r de f\u00f6r\u00e4ndringar som f\u00f6ljer med till\u00e4mpningen av ny, i allm\u00e4nhet digital, teknik.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Om ditt f\u00f6retags verksamhet \u00e4r inriktad p\u00e5 infrastrukturprojekt, kanske du undrar hur det kommer sig att vi fortfarande g\u00f6r saker p\u00e5 samma s\u00e4tt som f\u00f6r 30 \u00e5r sedan.&nbsp;<\/p>\n\n\n\n<p>Arkitekter och ingenj\u00f6rer drar nytta av den digitala designtekniken i s\u00e5 h\u00f6g utstr\u00e4ckning att den \u00e4r p\u00e5 v\u00e4g att helt revolutionera de h\u00e4r yrkesgruppernas arbetss\u00e4tt. Men inom infrastrukturentreprenaden har man envist st\u00e5tt emot f\u00f6r\u00e4ndringar. Inf\u00f6rande av ny teknik inom konstruktion tar tid och \u00e4r sv\u00e5rt.&nbsp;<\/p>\n\n\n\n<p>Att tekniktill\u00e4mpningen g\u00e5r l\u00e5ngsamt inom infrastrukturprojekt \u00e4r ett faktum som har uppm\u00e4rksammats av&nbsp;<a href=\"https:\/\/www.weforum.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">World Economic Forum<\/a>, en global organisation som bildades 1971 f\u00f6r att fr\u00e4mja samarbete mellan privat och offentlig sektor om n\u00e5gra av v\u00e4rldens st\u00f6rsta och sv\u00e5raste problem. WEF:s \u00e5rsm\u00f6te i Davos i Schweiz bes\u00f6ks av statschefer, f\u00f6retagsledare och kunskapsledare, vars uttalanden brukar f\u00e5 global uppm\u00e4rksamhet.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Ett av det h\u00e4r \u00e5rets tillk\u00e4nnagivanden var att infrastrukturen v\u00e4rlden \u00f6ver \u00e4r \u201den av marknadens minst digitalt transformerade sektorer\u201d, och att den sl\u00e4par efter andra branscher n\u00e4r det g\u00e4ller innovation.&nbsp;<\/p>\n\n\n\n<p>Kunskapsledarna i Davos betraktar den digitala transformation som p\u00e5g\u00e5r i olika branscher som \u201dden fj\u00e4rde industriella revolutionen\u201d, och WEF har sedan 2018 brottats med fr\u00e5gan om varf\u00f6r infrastruktursektorn verkar ha hamnat p\u00e5 efterk\u00e4lken.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Upphandlingar h\u00e4nger inte med&nbsp;<\/h3>\n\n\n\n<p>WEF h\u00e5ller i flera tankesmedjor som kallas Global Future Councils. Enligt Joe Losavio, som ansvarar f\u00f6r WEF:s Global Future Council om infrastruktur och&nbsp;<a href=\"https:\/\/www.weforum.org\/projects\/infrastructure-4-0\" target=\"_blank\" rel=\"noreferrer noopener\">initiativet Infrastructure 4.0<\/a>, har ett centralt hinder f\u00f6r tekniktill\u00e4mpningen varit de \u00e5lderdomliga upphandlingsprocesser som anv\u00e4nds av intressenterna inom infrastruktur. \u201dVerktygen och processerna f\u00f6r upphandling har inte h\u00e5llit j\u00e4mna steg med utvecklingen av den teknik som nu utv\u00e4rderas f\u00f6r till\u00e4mpning\u201d, s\u00e4ger Joe.<\/p>\n\n\n\n<p>\u201dEn del av det handlar om hur vi finansierar infrastruktur j\u00e4mf\u00f6rt med hur vi finansierar teknik\u201d, till\u00e4gger han. \u201dTekniken \u00e4r i allm\u00e4nhet finansierad med eget kapital, medan infrastrukturen \u00e4r l\u00e5nefinansierad. Teknikfinansieringen har utvecklats snabbt, vilket l\u00e5nefinansieringen f\u00f6r infrastruktur inte har.\u201d<\/p>\n\n\n\n<p>Joe Losavio skiljer mellan offentlig infrastruktur och byggnader. \u201dArkitekter, ingenj\u00f6rer och byggledare uppf\u00f6r en byggnad med en kund inom den privata sektorn i \u00e5tanke\u201d, s\u00e4ger han. \u201dKonsumenten och slutanv\u00e4ndaren \u00e4r ofta en och samma. Upphandling av infrastruktur \u00e4r en l\u00e5ngdragen process som \u00e4r avh\u00e4ngig av statlig finansiering, och intr\u00e4deshindren f\u00f6r innovativa uppstartsf\u00f6retag \u00e4r h\u00f6ga.&nbsp;<\/p>\n\n\n\n<p>Inom initiativet Industry 4.0 har man identifierat ett antal problem som st\u00e5r i v\u00e4gen f\u00f6r s\u00e5v\u00e4l f\u00f6retagens som myndigheternas till\u00e4mpning av ny teknik, och en lista \u00f6ver dessa hinder h\u00e5ller p\u00e5 att sammanst\u00e4llas. \u201dListan bygger p\u00e5 det arbete som vi tidigare har gjort med v\u00e5rt Global Future Council om infrastruktur\u201d, s\u00e4ger Joe.&nbsp;&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Uppmuntra disruption&nbsp;<\/h3>\n\n\n\n<p>Joe Losavio \u00e4r en teknokrat med h\u00f6gre utbildning inom internationella relationer. Han ing\u00e5r som specialist i teamet f\u00f6r Internet of Things och stadsomvandling p\u00e5 WEF.&nbsp;<\/p>\n\n\n\n<p>I november 2019 publicerade WEF ett whitepaper kallat \u201d<a href=\"http:\/\/www3.weforum.org\/docs\/WEF_Technology_in_Infrastructure.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Transforming Infrastructure: Frameworks for Bringing the Fourth Industrial Revolution to Infrastructure<\/a>\u201d. Den viktigaste fr\u00e5gan var hur man kan uppmuntra teknisk disruption i infrastrukturens tomrum? Man fr\u00e5gade sig ocks\u00e5 hur den offentliga sektorn kan fr\u00e4mja tekniska innovationer samtidigt som de immateriella r\u00e4ttigheterna skyddas.&nbsp;<\/p>\n\n\n\n<p>\u201dVi valde teknik inom infrastruktur som huvudsakligt intresseomr\u00e5de, och trodde att vi skulle unders\u00f6ka hur man skapar en milj\u00f6 som fr\u00e4mjar innovation. Men det visade sig att det inte var sj\u00e4lva innovationen som var problemet \u2013 problemet var till\u00e4mpningen av innovationerna. Vi samarbetade med&nbsp;<a href=\"https:\/\/www.gihub.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Global Infrastructure Hub<\/a>, som \u00e4r G20:s kunskapsorgan f\u00f6r infrastruktur.\u201d&nbsp;<\/p>\n\n\n\n<p>Group of Twenty, eller G20, \u00e4r ett internationellt forum f\u00f6r regeringar och centralbankschefer fr\u00e5n 19 l\u00e4nder plus EU. \u201dN\u00e4r G20 ska tr\u00e4ffas och vill ha information om infrastruktur f\u00f6r att kunna utforma riktlinjer s\u00e5 ger de Global Infrastructure Hub i uppdrag att ta fram informationen \u00e5t dem\u201d, s\u00e4ger Joe.<\/p>\n\n\n\n<p>En viktig uppt\u00e4ckt har varit att upphandlingen inom infrastruktur har haft en oproportionerligt stor tonvikt p\u00e5 det som ska byggas, snarare \u00e4n p\u00e5 det problem som projektet syftar till att l\u00f6sa.&nbsp;<\/p>\n\n\n\n<p>\u201dTraditionellt har vi sagt: \u2019Vi befinner oss p\u00e5 en halv\u00f6 och utan f\u00f6r kusten ligger det en \u00f6 \u2013 bygg en bro \u00e5t mig, av tegelsten, som \u00e4r si och s\u00e5 h\u00f6g och l\u00e5ng\u2019\u201d, s\u00e4ger Joe. \u201dVi vill uppmuntra upphandlingsmodeller som \u00e4r mer resultatorienterade. Vi beh\u00f6ver en modell d\u00e4r man ist\u00e4llet s\u00e4ger: \u2019Vi beh\u00f6ver ta oss fr\u00e5n den h\u00e4r halv\u00f6n till den d\u00e4r \u00f6n. Kom tillbaka med n\u00e5gra id\u00e9er som bygger p\u00e5 en riktigt bra aff\u00e4rsstrategi.\u2019\u201d<\/p>\n\n\n\n<p>Det finns formella modeller som uppmuntrar ett s\u00e5dant resultatorienterat t\u00e4nkande \u2013 att t\u00e4nka p\u00e5 kostnaderna under hela projektets livscykel ist\u00e4llet f\u00f6r bara i b\u00f6rjan, s\u00e4ger Joe.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Riktlinjer och fallstudier&nbsp;<\/h3>\n\n\n\n<p>Infrastructure 4.0-teamet arbetar med att r\u00e4kna p\u00e5 hindren f\u00f6r tekniktill\u00e4mpningen i infrastrukturprojekt, och med att ta fram h\u00f6gniv\u00e5m\u00e5l f\u00f6r att ta sig \u00f6ver dem. Det \u00e4r ett p\u00e5g\u00e5ende arbete.&nbsp;<\/p>\n\n\n\n<p>\u201dVi jobbar ocks\u00e5 med att skapa ett fallstudiebibliotek\u201d, s\u00e4ger Joe Losavio. \u201dEtt hinder som vi har uppt\u00e4ckt \u00e4r att m\u00e5nga k\u00e4nner att infrastrukturen \u00e4r s\u00e5 stor, kostsam och politiskt och socialt k\u00e4nslig att de inte vill vara f\u00f6rst med att prova n\u00e5got nytt. De vill ist\u00e4llet se hur n\u00e5gon annan har gjort.\u201d&nbsp;<\/p>\n\n\n\n<p>Fallstudiebiblioteket kommer att inhysas p\u00e5 Global Infrastructure Hub i Sydney i Australien, med ett satellitkontor i Toronto, Kanada. \u201dN\u00e4r vi har det p\u00e5 plats, och \u00e4ven v\u00e5ra riktlinjer, kommer vi att kunna samarbeta med intressenter fr\u00e5n branschen och fr\u00e5n myndigheter om att g\u00f6ra materialet relevant f\u00f6r dem\u201d, s\u00e4ger Joe.<\/p>\n\n\n\n<p>Vissa branscher \u00e4r b\u00e4ttre p\u00e5 upphandling \u00e4n andra. Innovativa id\u00e9er tenderar att filtreras \u00f6ver fr\u00e5n yngre branscher \u2013 eller fr\u00e5n branscher d\u00e4r det p\u00e5g\u00e5r disruption \u2013 till f\u00f6retag som arbetar mer gammalmodigt. M\u00e5nga f\u00f6retag har haft sv\u00e5rt att locka till sig nya talanger, som skulle kunna f\u00f6ra med sig ett nytt s\u00e4tt att t\u00e4nka. Den h\u00e4r tr\u00f6gheten p\u00e5verkar hela branscher.<\/p>\n\n\n\n<p>I vissa l\u00e4nder kan hindren vara l\u00e4gre. \u201dColombia \u00e4r ett exempel p\u00e5 en marknad d\u00e4r b\u00e5de den offentliga och den privata sektorn har f\u00f6rs\u00f6kt att bli mer innovativa\u201d, s\u00e4ger Joe Losavio. \u201dDe har f\u00f6rs\u00f6kt att g\u00f6ra byggnadsinformationsmodellering (BIM) obligatorisk i de infrastrukturprojekt som de genomf\u00f6r.&nbsp;De \u00e4r allts\u00e5 relativt fram\u00e5tstr\u00e4vande.\u201d&nbsp;&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-pullquote is-style-default\" style=\"border-color:#0083db\"><blockquote class=\"has-text-color has-light-gray-color\"><p>\u201dTraditionellt har vi sagt: \u2019Vi befinner oss p\u00e5 en halv\u00f6 och utan f\u00f6r kusten ligger det en \u00f6 \u2013 bygg en bro \u00e5t mig, av tegelsten, som \u00e4r si och s\u00e5 h\u00f6g och l\u00e5ng\u2019. Man beh\u00f6vde bygga snabbt, och anv\u00e4nda utrymmet p\u00e5 ett originellt s\u00e4tt\u201d, ber\u00e4ttar han. \u201dMan lyckades hitta ett f\u00f6retag som anv\u00e4nde ett tillverkat, laminerat tr\u00e4 som kunde monteras snabbt p\u00e5 plats. Med hj\u00e4lp av den innovationen kunde man h\u00e5lla sig inom tidsramarna. Det \u00e4r ett j\u00e4ttebra exempel p\u00e5 hur en resultatorienterad upphandlingsprocess kan leda till till\u00e4mpning av ny teknik.\u201d&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Nollst\u00e4llning av utvecklingen&nbsp;<\/h3>\n\n\n\n<p>Joe Losavios team arbetade med den saudiska regeringen \u2013 Saudiarabien var ordf\u00f6rande f\u00f6r det senaste G20-m\u00f6tet \u2013 eftersom man d\u00e4r \u00e4r starkt fokuserad p\u00e5 att f\u00f6rb\u00e4ttra infrastrukturen. \u201dDet var i Davos 2020 som vi f\u00f6reslog Infrastructure 4.0\u201d, s\u00e4ger Joe. \u201dInitiativet var t\u00e4nkt att lanseras i mars, men som allt annat som skulle ha lanserats i mars blev det uppskjutet.
