Klimatf\u00f6r\u00e4ndringarna har f\u00f6rv\u00e4rrats genom m\u00e4nskliga aktiviteter, i synnerhet sedan den industriella verksamheten \u00f6kade dramatiskt under 1800-talet. F\u00f6rbr\u00e4nningen av fossila br\u00e4nslen som kol, olja och gas genererar utsl\u00e4pp av v\u00e4xthusgaser, som st\u00e4nger in solens v\u00e4rme och h\u00f6jer temperaturen v\u00e4rlden \u00f6ver.<\/p>\n\n\n\n<p>Som svar p\u00e5 den hotande krisen har regeringar v\u00e4rlden \u00f6ver \u00e5tagit sig att minska koldioxidutsl\u00e4ppen och d\u00e4rmed ocks\u00e5 den globala uppv\u00e4rmningen. S\u00e5 sent som f\u00f6rra m\u00e5naden kom f\u00f6rhandlare fr\u00e5n dussintals l\u00e4nder \u00f6verens om att \u00f6verge fossila br\u00e4nslen vid<a href=\"https:\/\/unfccc.int\/cop28\" target=\"_blank\" rel=\"noreferrer noopener\"> klimattoppm\u00f6tet COP 28<\/a>.<\/p>\n\n\n\n<p>Men som <a href=\"https:\/\/www.un.org\/en\/climatechange\/what-is-climate-change\" target=\"_blank\" rel=\"noreferrer noopener\">F\u00f6renta nationerna<\/a> (FN) p\u00e5pekar \u00e4r de stigande temperaturerna bara b\u00f6rjan.<\/p>\n\n\n\n<p>\u201dKonsekvenserna av klimatf\u00f6r\u00e4ndringarna omfattar nu bland annat intensiv torka, vattenbrist, sv\u00e5ra br\u00e4nder, stigande havsniv\u00e5er, \u00f6versv\u00e4mningar, sm\u00e4ltande polarisar, katastrofala stormar och minskad biologisk m\u00e5ngfald\u201d, s\u00e4ger FN.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Eliminera koldioxidutsl\u00e4pp fr\u00e5n byggnader<\/strong><\/h3>\n\n\n\n<p>I byggbranschen tar man sitt ansvar och f\u00f6rs\u00f6ker hj\u00e4lpa till att minska koldioxidutsl\u00e4ppen. Eftersom byggverksamhet och anv\u00e4ndning av byggnader st\u00e5r f\u00f6r cirka <a href=\"https:\/\/worldgbc.org\/advancing-net-zero\/embodied-carbon\/\">39&nbsp;%<\/a> av de globala koldioxidutsl\u00e4ppen \u00e4r det viktigt att designers, byggherrar, fastighets\u00e4gare, fastighetsf\u00f6rvaltare och hyresg\u00e4ster hj\u00e4lper till att g\u00f6ra byggnaderna gr\u00f6nare.<\/p>\n\n\n\n<p>Det finns mycket arbete kvar att g\u00f6ra. I rapporten <a href=\"https:\/\/www.theccc.org.uk\/publication\/uk-housing-fit-for-the-future\/\" target=\"_blank\" rel=\"noreferrer noopener\">UK Housing: Fit for the Future?<\/a>, som publicerades 2019 av den brittiska regeringens r\u00e5dgivningskommitt\u00e9 Committee on Climate Change (CCC), menar man att Storbritanniens <a href=\"https:\/\/www.gov.uk\/government\/news\/pm-recommits-uk-to-net-zero-by-2050-and-pledges-a-fairer-path-to-achieving-target-to-ease-the-financial-burden-on-british-families#:~:text=The%20UK%20has%20set%20the,target%20of%2077%25%20for%202035.\" target=\"_blank\" rel=\"noreferrer noopener\">r\u00e4ttsligt bindande klimatf\u00f6r\u00e4ndringsm\u00e5l<\/a> inte kommer att kunna uppfyllas \u201dutan att i det n\u00e4rmaste helt eliminera utsl\u00e4pp av v\u00e4xthusgaser fr\u00e5n brittiska byggnader\u201d.<\/p>\n\n\n\n<p>I CCC:s rapport konstateras att arbetet med att minska utsl\u00e4ppen fr\u00e5n Storbritanniens cirka 28 miljoner bost\u00e4der har avstannat, medan den inhemska energianv\u00e4ndningen \u2013 som st\u00e5r f\u00f6r 14&nbsp;% av de totala utsl\u00e4ppen i landet \u2013 har \u00f6kat. Det \u00e4r orov\u00e4ckande att anstr\u00e4ngningarna att anpassa Storbritanniens bostadsbest\u00e5nd till effekterna av det f\u00f6r\u00e4ndrade klimatet \u2013 n\u00e5got som kallas klimats\u00e4kring \u2013 \u201dsl\u00e4par l\u00e5ngt efter vad som beh\u00f6vs f\u00f6r att h\u00e5lla oss s\u00e4kra och bekv\u00e4ma, \u00e4ven n\u00e4r &#8230; riskerna med klimatf\u00f6r\u00e4ndringarna \u00f6kar\u201d.<\/p>\n\n\n\n<p>Vad kan man d\u00e5 g\u00f6ra f\u00f6r att klimats\u00e4kra Storbritanniens byggnadsbest\u00e5nd \u2013 i synnerhet bost\u00e4derna?<\/p>\n\n\n\n<p>Det finns tv\u00e5 metoder. F\u00f6r det f\u00f6rsta kan man n\u00e4r man bygger nytt g\u00f6ra det enligt exakta standarder som minskar byggnadernas milj\u00f6p\u00e5verkan. F\u00f6r det andra kan befintliga byggnader eftermonteras med material och teknik i samma syfte.<\/p>\n\n\n\n<p><strong>Bygg in v\u00e4derbest\u00e4ndighet<\/strong><\/p>\n\n\n\n<p>Enligt FN:s <a href=\"https:\/\/www.unep.org\/news-and-stories\/story\/5-ways-make-buildings-climate-change-resilient#:~:text=But%20nature%20provides%20powerful%20solutions,help%20reduce%20heat%20inside%20buildings.\" target=\"_blank\" rel=\"noreferrer noopener\">milj\u00f6program<\/a> (UNEP) \u00e4r det m\u00f6jligt att bygga in motst\u00e5ndskraft mot v\u00e4rmeb\u00f6ljor, extrem kyla, cykloner och starka vindar, kust\u00f6versv\u00e4mningar och torka genom en m\u00e4ngd olika byggnadsstrategier.<\/p>\n\n\n\n<p>\u201dStrukturella konstruktioner kan bidra till att minska v\u00e4rmen inuti byggnader\u201d, s\u00e4ger UNEP. \u201dI Vietnam anv\u00e4nds traditionella huskonstruktioner, till exempel optimal orientering eller rum med h\u00f6g takh\u00f6jd och stora \u00f6ppningar, f\u00f6r att f\u00f6rb\u00e4ttra ventilationen.\u201d<\/p>\n\n\n\n<p>\u201dV\u00e4ggar av betong, sten eller andra tunga material som f\u00e5ngar upp solv\u00e4rme anv\u00e4nds i Kina, Chile och Egypten. Gr\u00f6na tak och reflekterande ytor kan ocks\u00e5 s\u00e4nka temperaturen inuti och omkring byggnader.\u201d<\/p>\n\n\n\n<p>UNEP s\u00e4ger att anpassningen till kalla och tempererade klimat \u201dkr\u00e4ver att man f\u00e5ngar upp v\u00e4rme och minimerar v\u00e4rmef\u00f6rlusten. Isolering i v\u00e4ggar och tak samt f\u00f6nster med dubbelglas bidrar till att minimera v\u00e4rmef\u00f6rlusten och skapa mer energieffektiva byggnader.\u201d<\/p>\n\n\n\n<p>F\u00f6r att motst\u00e5 effekterna av starka vindar kan man bygga bost\u00e4der i cirkelform, medan starka kopplingar mellan fundament och tak \u00e4r avg\u00f6rande n\u00e4r det g\u00e4ller att bygga vindt\u00e5liga hus.<\/p>\n\n\n\n<p>Hus som byggs i omr\u00e5den som riskerar att \u00f6versv\u00e4mmas kan placeras p\u00e5 pelare s\u00e5 att \u00f6versv\u00e4mningsvatten kan rinna under, f\u00f6resl\u00e5r UNEP, medan hus i omr\u00e5den som drabbas av torka kan ha system f\u00f6r att f\u00e5nga upp regnvatten som ansamlas p\u00e5 byggnadernas tak.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Passivhus-teknik<\/strong><\/h3>\n\n\n\n<p>F\u00f6retagen har arbetat med klimats\u00e4kra byggnadskoncept i flera \u00e5r. Det kanske mest k\u00e4nda exemplet \u00e4r <a href=\"https:\/\/www.greenbuildingstore.co.uk\/information-hub\/what-is-passivhaus\/\">passivhus-programmet<\/a>. Passivhus, som f\u00f6rst utvecklades i Tyskland i slutet av 1990-talet, k\u00e4nnetecknas av mycket isolering och luftt\u00e4thet, minimala k\u00f6ldbryggor, optimering av passiv solv\u00e4rme, mekanisk ventilation med v\u00e4rme\u00e5tervinning och en enkel, kompakt form.<\/p>\n\n\n\n<p>Enligt <a href=\"https:\/\/www.passivehouse-international.org\/index.php?page_id=79\" target=\"_blank\" rel=\"noreferrer noopener\">International Passive House Association<\/a>, som fr\u00e4mjar passivhus-standarden och \u201den st\u00f6rre allm\u00e4n f\u00f6rst\u00e5else av mycket energieffektiva byggnader\u201d, kr\u00e4ver s\u00e5dana byggnader bara 10&nbsp;% av den energi som f\u00f6rbrukas i en genomsnittlig byggnad i Centraleuropa.<\/p>\n\n\n\n<p>En nackdel, \u00e5tminstone p\u00e5 kort sikt, \u00e4r att ett passivhus kostar cirka 8&nbsp;% mer att bygga, f\u00f6rklarar IPHA. Men ett hus som byggs p\u00e5 detta s\u00e4tt f\u00f6rbrukar i slut\u00e4ndan mycket mindre energi \u00e4n ett konventionellt nytt hus, vilket inneb\u00e4r att denna typ av utl\u00e4gg kommer att betala sig \u00f6ver tid. Dessutom finns den en f\u00f6rb\u00e4ttrad komfort och konstruktionsm\u00e4ssig prestanda att ta h\u00e4nsyn till.<\/p>\n\n\n\n<p>Vi f\u00f6rst\u00e5r vilka typer av komponenter som b\u00f6r ing\u00e5 i en nybyggd bostad. L\u00e5t oss anta att nya bost\u00e4der i Storbritannien genomg\u00e5ende byggs enligt h\u00f6ga standarder som \u00e4r motst\u00e5ndskraftiga mot klimatf\u00f6r\u00e4ndringar och att <a href=\"https:\/\/www.hbf.co.uk\/news\/new-build-houses-save-homeowners-2600-in-annual-energy-bills\/\" target=\"_blank\" rel=\"noreferrer noopener\">husbyggarna<\/a> kan argumentera f\u00f6r att k\u00f6parna g\u00f6r betydande energibesparingar n\u00e4r de k\u00f6per \u201dnytt\u201d. N\u00e4sta fr\u00e5ga blir d\u00e5 vad vi ska g\u00f6ra med de befintliga bost\u00e4derna?<\/p>\n\n\n\n<p>Med tanke p\u00e5 <a href=\"https:\/\/www.reuters.com\/markets\/commodities\/britains-old-housing-stock-emerges-key-emissions-problem-kemp-2021-12-02\/\" target=\"_blank\" rel=\"noreferrer noopener\">hur gammalt st\u00f6rre delen av Storbritanniens befintligabostadsbest\u00e5nd \u00e4r<\/a>, \u00e4r det h\u00e4r en fr\u00e5ga som m\u00e5ste l\u00f6sas. Mer \u00e4n h\u00e4lften av landets bost\u00e4der byggdes f\u00f6re 1965, och av dessa \u00e4r \u00f6ver en tredjedel byggda tidigare \u00e4n 1945 och 20\u00a0% tidigare \u00e4n 1919. Bara 7\u00a0% har levererats sedan \u00e5r 2000.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Eftermontering i bost\u00e4der \u2013 en dyr l\u00f6sning<\/strong><\/h3>\n\n\n\n<p>Eftermontering har framf\u00f6rts som den b\u00e4sta l\u00f6sningen. Men med tanke p\u00e5 antalet hush\u00e5ll i Storbritannien \u2013 <a href=\"https:\/\/www.ons.gov.uk\/peoplepopulationandcommunity\/birthsdeathsandmarriages\/families\/bulletins\/familiesandhouseholds\/2022#:~:text=Households-,There%20were%20an%20estimated%2028.2%20million%20households%20in%20the%20UK,both%202012%20and%20in%202022.\" target=\"_blank\" rel=\"noreferrer noopener\">omkring 28 miljoner<\/a> \u2013 skulle det bli en oerh\u00f6rt stor uppgift. Kostnaden \u00e4r inte heller obetydlig.<\/p>\n\n\n\n<p>Enligt en unders\u00f6kning fr\u00e5n <a href=\"https:\/\/www.nottingham.ac.uk\/news\/retrofitting-uk-housing-stock-for-carbon-neutrality-will-require-significant-investment-says-new-study\" target=\"_blank\" rel=\"noreferrer noopener\">University of Nottingham<\/a> \u00e4r kostnaden f\u00f6r \u201ddjup eftermontering\u201d \u2013 att i praktiken eftermontera utrustning i bostad s\u00e5 att den f\u00e5r h\u00f6gsta t\u00e4nkbara energieffektivitet \u2013 f\u00f6rv\u00e4ntas ligga p\u00e5 i genomsnitt 69&nbsp;000&nbsp;\u00a3 (drygt 900&nbsp;000 kronor), vilket mer \u00e4n det dubbla mot vad regeringen ber\u00e4knar f\u00f6r ett s\u00e5dant arbete. Att utf\u00f6ra den h\u00e4r typen av eftermontering av varje \u00e4ldre bostad i landet skulle medf\u00f6ra stora kostnader.<\/p>\n\n\n\n<p>Dessutom skulle det ta tid att eftermontera s\u00e5 m\u00e5nga bost\u00e4der. Men att inte g\u00f6ra n\u00e5got alls \u00e4r inte ett alternativ, vilket branschen \u00e4r medveten om.<\/p>\n\n\n\n<p>Infrastruktur \u00e4r ett annat omr\u00e5de d\u00e4r klimats\u00e4kring \u00e4r avg\u00f6rande f\u00f6r att tj\u00e4nsterna ska kunna forts\u00e4tta fungera i h\u00e4ndelse av exempelvis katastrofala \u00f6versv\u00e4mningar.<\/p>\n\n\n\n<p>Enligt <a href=\"https:\/\/www.oecd.org\/environment\/cc\/policy-perspectives-climate-resilient-infrastructure.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">OECD<\/a> \u201dkommer en klimatt\u00e5lig infrastruktur att bidra till att minska de direkta f\u00f6rlusterna och de indirekta kostnaderna f\u00f6r st\u00f6rningar\u201d som kan bero p\u00e5 samma faktorer som hotar livskraften hos s\u00e5
